Chair - Genevieve Shiroma

Genevieve Shiroma Bio Picture Genevieve Shiroma was appointed to the Board by Governor Edmund G. Brown, Jr., in February 2011, reappointed by Governor Brown in January 2016, and designated as Chair in January 2017. She previously served as Chair from July 2011 to March 2014. In March 2006, Governor Arnold Schwarzenegger reappointed Ms. Shiroma to the Board as a member. In May of 1999, Governor Gray Davis appointed Ms. Shiroma as a member and designated her to Chair the Agricultural Labor Relations Board. Prior to her appointment to the ALRB, Ms. Shiroma served as Chief of the Air Quality Measures Branch at the California Air Resources Board, responsible for air quality regulations related to consumer products and toxic air contaminants.

She was at the Air Resources Board since 1978, where she worked on regulations and programs affecting landfills, hazardous waste, pesticides, air toxic hot spot sources, fee regulations, and requirements for the federally required State Implementation Plan to achieve the ambient air quality standards.

Ms. Shiroma earned a Bachelor of Science degree in Materials Science and Engineering from the University Of California at Davis in 1978.

Genevieve Shiroma was born and raised a farm worker daughter in the Acampo-Lodi area of San Joaquin County, California. She is married to Michael Abbott and has one stepson.

Ms. Shiroma's term expires January 1, 2021. (Pursuant to Labor Code § 1141(b).)

Chairman Emeritus - William B. Gould IV

William B. Gould IV Bio Picture William B. Gould IV was appointed in March 2014 as a member and chairman (2014-2017) of the Agricultural Labor Relations Board. Mr. Gould has been Charles A. Beardsley professor of law, emeritus at Stanford Law School since 2002, where he has held multiple positions since 1972, including professor of law. He was chairman of the National Labor Relations Board from 1994 to 1998. Mr. Gould was a visiting professor of law at Harvard Law School from 1971 to 1972, professor of law at Wayne State University Law School from 1968 to 1972, and a lawyer at Battle Fowler Stokes and Kheel from 1965 to 1968. He was an attorney-advisor for the National Labor Relations Board from 1963 to 1965 and assistant general counsel for the United Automobile Workers from 1961 to 1962. Mr. Gould is a member of the National Academy of Arbitrators. He earned a Bachelor of Laws degree from Cornell Law School.

Board Member - Cathryn Rivera-Hernandez

Cathryn Rivera-Hernandez Bio Picture Cathryn Rivera-Hernandez was reappointed to the Board by Governor Edmund G. Brown, Jr. in January 2013. Ms. Rivera-Hernandez was initially appointed by Governor Gray Davis in November 2002 and she was reappointed by Governor Arnold Schwarzenegger in January 2008. Prior to her appointment, Ms. Rivera-Hernandez served as Chief Deputy Cabinet Secretary for Governor Davis.

Serving in the Office of the Governor since 1999, Ms. Rivera-Hernandez was responsible for overseeing Administration policy, budget and legislative initiatives within the Health and Human Services Agency, Youth and Adult Correctional Authority, Office of Emergency Services and the Office of Criminal Justice and Planning. In January 1999, Ms. Rivera-Hernandez chaired a task force that established eighteen Disaster Service Centers across the Central Valley to respond to the citrus freeze that devastated the agricultural community causing over $700 million in damage. As a Special Legal Counsel, Ms. Rivera-Hernandez also worked with the Office of Legal Affairs on significant legal matters arising with the agencies.

Ms. Rivera-Hernandez earned a Bachelor of Science degree from Arizona State University, and a Juris Doctorate degree from Boalt Hall School of Law, University of California, Berkeley. Ms. Rivera-Hernandez was the Editor in Chief of the La Raza Law Journal.

Board Member - Isadore Hall III

Isadore Hall III was appointed by Governor Edmund G. Brown, Jr. to serve as a member in January 2017. During 2014-16, Mr. Hall served as a State Senator from the 35th District. During 2008-14, Mr. Hall served as an assemblyman from the 64th District. From 2003-08, Mr. Hall served as a member of the Compton City Council and from 2001-03 he served as a member of the Compton Unified School District Board of Trustees. This position requires Senate confirmation.

Executive Secretary - J. Antonio Barbosa

J. Antonio Barbosa Bio Picture J. Antonio Barbosa was appointed by the Agricultural Labor Relations Board as the Executive Secretary for the Agency in September 1992. Since 1980 he has held various positions in both the General Counsel’s and Board’s offices including staff attorney and supervising attorney in the El Centro Regional Office, and staff attorney with the Executive Secretary’s Office.

Mr. Barbosa received his B.A. from UCLA in 1976 and his J.D. from Hastings College of Law in 1979. He is married and has three children.

General Counsel - Julia L. Montgomery

Julia Montgomery Bio Picture

Julia L. Montgomery was appointed March 4, 2016, by Governor Edmund G. Brown Jr. to serve as General Counsel of the Agricultural Labor Relations Board.

Ms. Montgomery worked at the Department of Fair Employment and Housing as Assistant Chief Counsel in 2015 and early 2016, and Senior Staff Counsel in 2013-2015. She was a managing attorney at the California Rural Legal Assistance Foundation, Inc. from 2002 to 2013. Ms. Montgomery taught a course titled “Farmworkers and the Law” as an adjunct professor at the University of California, Davis School of Law in 2006 and 2007. Ms. Montgomery was a directing attorney at California Rural Legal Assistance, Inc. in 2001-2002 and a staff attorney from 1996 through 2000. She earned a Juris Doctor degree from the University of California Davis, School of Law.
